It looks good on paper according to the Government but the ring road as we know is incomplete and the Westgate is the link to the logistics yards and air freight.  The Rail and Road between Hastings and Dandenong have not been budgeted for and building the infrastructure takes time.  The heavy freight rail would need to go through Malvern & Toorak on already overworked commuter rail lines. The Monash would have to take all the extra trucks. It simply doesn't make sense.  The added costs per container would be around $220 per container and would make the business case an expensive failure.
